City of Boise Pilot Programs: RV and Tiny Home On WHeels Occupancy

The City of Boise is partnering with LEAP to administer its pilot program using moveable tiny homes (aka tiny homes on wheels or THOWs) and RVs for regular rentals. If THOWs and RVs become legal, the City will be able to create more attainable housing for more people using existing infrastructure in a cost efficient and cost effective manner.

Currently illegal to occupy, the City desires to conduct a program that allows for landlords with appropriate hookups to legally rent a “pad” in their backyard. Upon completion of the program, the results will be shared with City Council and policy makers with hopes of clear conclusions and recommendations.

Conditions apply and the legality of THOW or RV occupancy is temporary. Applicants should be prepared to expect any rent for only a period of 12 months with a possibility for a six month extension. Apply for the RV Pilot by completing the intake form. Landlords for the THOW pilot have been identified, and we are now accepting applications from THOW owners.

What Technical Assistance Do You Get

Technical Assistance, or TA, is provided to applicants who are accepted into the program. Examples of TA include:

  • Drawing your site plan in a compliant way

  • Coaching through the permitting process

  • Guidance on getting bids

  • Guidance on leasing terms and rates

  • Accessing tenants

  • Learning what may be inspected at your site
